Comparative Modal Theory: Makam, Dastgah, Maqam, and Raga

The concept of a named melodic framework — a structure that is more than a scale but less than a composition, governing which pitches are used, which are emphasized, and how melody moves through pitch space — appears independently across multiple musical traditions. Turkish makam, Persian dastgah, Arabic maqam, and Indian raga are the four most extensively documented systems. Comparing them reveals shared structural principles while exposing the danger of treating them as interchangeable.

What "mode" means across traditions

Established Harold Powers's landmark article on "Mode" in the Grove Dictionary of Music and Musicians argues that the Western concept of mode is too narrow to serve as a universal category. Western modes (Dorian, Phrygian, etc.) are primarily scale types — collections of intervals. But the traditions surveyed here define modes as something richer: named entities with melodic personality, not just pitch content.

Established Powers proposes a distinction that applies across traditions: a mode has both a "particularized scale" (a specific set of pitches) and a "generalized tune" (a characteristic way of moving through those pitches). A Turkish makam specifies both — the scale through perdeler and the tune through seyir. A Persian dastgah specifies the tune more precisely (through the radif's gusheh) while leaving pitch values more flexible. An Indian raga specifies both scale and melodic movement with elaborate rules.

Shared structural features

Attested Despite independent evolution, these four systems share features that suggest either common ancestry, common functional requirements, or both:

Attested The structural parallel is striking but should not be overstated. Shared features might reflect a common origin (the medieval Islamic intellectual tradition transmitted through Safiyüddin and his successors), or they might reflect independent solutions to the same musical problem: how to organize melodic freedom within a framework that preserves identity across performances.

Where they diverge

Degree of pitch specification

Attested The four systems differ sharply in how precisely they specify pitch:

  • Turkish makam: AEU theory assigns each perde a specific Holdrian comma value. The system aspires to precision, even if practice deviates.
  • Arabic maqam: uses a 24-quarter-tone grid (24-TET), a coarser approximation than the Turkish 53-comma system.
  • Persian dastgah: explicitly rejects fixed pitch specification. Farhat uses approximate cent values and builds flexibility (moteghayyer) into the theory.
  • Indian raga: specifies pitches relative to a movable tonic (sa). The system is less concerned with absolute tuning than with interval relationships.

Relationship to composition

Attested The systems differ in how they relate to composed vs. improvised music:

  • Makam tilts toward composition: the fasıl suite consists of named, composed forms (peşrev, beste, şarkı) with improvisation (taksim) as interludes.
  • Dastgah tilts toward improvisation: performance moves through gusheh as a semi-improvised journey, with composition serving a secondary role.
  • Maqam (Arabic) occupies a middle ground, with both composed wasla suites and improvised taqasim.
  • Raga supports both: composed forms (bandish in Hindustani, krti in Carnatic) coexist with extended improvisation (alap, jor, jhala).

Rhythmic integration

Attested Turkish makam theory is tightly coupled to usul (rhythmic cycles) — each composed form prescribes a specific usul. Arabic maqam has a parallel system in iqa'. Persian dastgah has the least rigid rhythmic framework — radif gusheh are often rhythmically free, and the tradition privileges melodic shape over metric regularity. Indian raga has the most elaborate rhythmic system (tala), with improvisation occurring within complex metric structures.

The Arabic maqam as bridge

Attested Arabic maqam is the tradition most closely related to both Turkish makam and Persian dastgah, sharing terminology, some modal names, and historical connections. The Arabic system uses ajnas (tetrachords) as building blocks, paralleling Turkish çeşni. Its pitch system (24-TET) differs from both the Turkish 53-comma and the Persian flexible-zone approaches.

Practice The three traditions — Turkish, Arabic, Persian — are sometimes grouped as "the maqam family" by ethnomusicologists. This is useful shorthand but masks real differences. A Turkish Rast, an Arabic Rast, and a Persian Rast-Panjgah share a name and a family resemblance, but their actual melodic behavior, pitch inflection, and performance context differ enough that a specialist in one cannot automatically perform the others.

The raga parallel

Attested Indian raga is the most structurally elaborate of the four systems. Jairazbhoy's The Rags of North Indian Music documents a tradition with hundreds of named ragas, each defined by ascending (aroha) and descending (avaroha) patterns, characteristic phrases (pakad), emphasized pitches (vadi and samvadi), and prescribed performance times.

Attested The parallel to makam/dastgah is deep but not direct. Raga's insistence on characteristic melodic phrases parallels dastgah's gusheh; raga's ascending/descending patterns parallel makam's çıkıcı/inici seyir; raga's vadi (dominant) and samvadi (subdominant) parallel makam's güçlü and dastgah's shahed.

Uncertain Whether these parallels reflect historical contact (via the Mughal period, when Persian and Indian court cultures mixed extensively) or independent structural evolution is debated. The terminological connection is thin — makam/raga vocabularies are unrelated — suggesting that if there was historical contact, it operated at the level of musical practice rather than theoretical vocabulary.

The limits of comparison

Practice Comparative modal theory is valuable for understanding the structural principles that underlie modal music worldwide. But it carries risks:

  • False equivalence: saying "seyir is like chalan" or "shahed is like vadi" captures a structural parallel but misses the specific meaning each concept carries in its own tradition.
  • Flattening diversity: grouping makam, dastgah, maqam, and raga under "modal systems" can obscure the fact that each has centuries of independent development, distinct aesthetics, and different relationships to improvisation, composition, and theory.
  • Western lens: the very act of comparison often assumes Western theoretical categories as the baseline, asking "how does this relate to Western mode?" rather than taking each system on its own terms.

Practice The most productive approach is to learn one tradition deeply before comparing. Comparison illuminates what you already understand; it cannot substitute for understanding itself.
