Makam and Dastgah: Shared Roots, Divergent Paths
Turkish makam and Persian dastgah are often treated as unrelated systems — different names, different theoretical languages, different pedagogical traditions. But they share deep common roots in medieval Islamic music theory, and understanding where they converge and where they diverge illuminates both traditions.
Common origins
Established Both the Turkish makam and Persian dastgah systems descend from the theoretical tradition of medieval Islamic music. The foundational texts in this lineage include the works of al-Farabi (d. 950), Ibn Sina (d. 1037), and Safi al-Din al-Urmawi (d. 1294). These theorists described modal structures, interval systems, and scale constructions that are ancestral to both modern traditions.
Established Safi al-Din's Kitab al-Adwar ("Book of Cycles") is particularly significant. Writing in Baghdad in the 13th century, he described a system of modes and intervals that influenced both the Ottoman and Persian traditions in subsequent centuries. Owen Wright's analysis of this period shows a shared theoretical vocabulary that only later diverged along the Ottoman-Persian cultural divide.
Attested The word "makam" (Arabic: maqam, literally "place" or "station") and the modal concept it names were part of this shared heritage. The Persian term "dastgah" (literally "system" or "apparatus") emerged later as a distinct organizing concept. The shift in terminology reflects a deeper shift in how the two traditions conceptualized modal music.
Structural comparison
The two systems share a common principle — modal music is defined not just by a set of pitches but by melodic behavior, pitch hierarchy, and characteristic phrases — but they implement this principle differently.
Scale and interval theory
Established Turkish makam theory, formalized in the AEU (Arel-Ezgi-Uzdilek) system in the early 20th century, uses a precise 53-tone equal temperament grid. Intervals are expressed in Holdrian commas, and each makam's scale is specified as an exact sequence of comma values.
Established Persian dastgah theory, as analyzed by Farhat and others, avoids commitment to any fixed temperament. Intervals are described flexibly — Farhat uses cent measurements as approximations, emphasizing that intonation varies by context. The concept of moteghayyer (mutable pitches that shift depending on melodic direction) is built into the theory itself.

Building blocks
Established Turkish theory builds makams from smaller units called cesni (çeşni) — tetrachords and pentachords with specific comma structures. A makam is defined as a combination of cesni, analogous to how Western scales can be described as combinations of tetrachords. This is a bottom-up, constructive approach.
Established Persian theory organizes the dastgah as a large container of gusheh — melodic models that each have their own character, register, and pitch emphasis. A dastgah performance moves through a selection of its gusheh in a broadly prescribed order. This is a top-down, repertoire-based approach: the gusheh are learned by studying the radif (canonical repertoire), not by memorizing abstract interval patterns.
Melodic path
Established Both systems recognize that a mode is defined by its melodic path, not just its pitches. Turkish theory calls this seyir and classifies it into types: ascending (çıkıcı), descending (inici), or ascending-descending (inici-çıkıcı). Persian theory achieves a similar result through the prescribed gusheh sequence within each dastgah and through the forud (cadential descent) that signals return to the home pitch.
Attested The key difference in practice: Turkish seyir is described as a property of each individual makam (an abstract melodic contour), while Persian melodic path is encoded concretely in the gusheh of the radif. A Turkish musician learns seyir as a principle; a Persian musician learns it by internalizing specific melodic models from a master.
Pitch hierarchy
Established Both systems assign functional roles to specific pitches within a mode, but the terminology and emphasis differ:

Attested A notable conceptual difference: in most Turkish makams, the karar (resting tone) is also the primary point of melodic emphasis. In several Persian dastgahs — Shur being the clearest example — the shahed (tone of emphasis) and the finalis (resting tone) are different pitches. This creates a different kind of tonal tension: the melody gravitates toward the shahed but ultimately resolves to the finalis.
Why they diverged
Attested The divergence between the Turkish and Persian systems accelerated in the 19th and 20th centuries, driven by different institutional contexts. Ottoman court music had a well-documented theoretical tradition that the early Turkish Republic's conservatories sought to formalize and codify — resulting in the AEU system's precise comma-based framework. Persian classical music, meanwhile, maintained a more oral, master-to-student (ustād-shāgird) transmission model, with the radif serving as the canonical reference rather than a written theoretical framework.
Uncertain The degree to which medieval practice in the two cultural spheres was actually unified — whether Ottoman and Safavid court musicians of the 16th century would have recognized each other's modal frameworks as "the same system" — is not clearly established in the sources. The surviving theoretical texts suggest significant overlap, but theory and practice do not always align, and the documentary record from this period is sparse.
Why the comparison matters
Practice For a modern student studying both traditions — or moving between them — understanding these structural differences prevents two common errors:

Assuming they are identical. The same modal name may mean different things across traditions. A Turkish musician's "Rast" and the Persian "Rast-Panjgah" share a name and some interval similarities, but they are not the same mode — the seyir, the functional pitch hierarchy, and the performance conventions differ.

Assuming they are unrelated. The shared heritage is real and deep. Recognizing the common principles — pitch hierarchy, melodic path, mode as behavior rather than just scale — makes both traditions more intelligible and reveals structural connections that pure terminology-matching misses.
Practice The goal is not to collapse the two systems into one, nor to treat them as entirely separate. It is to understand each on its own terms while recognizing the family resemblance.
