Arabic Tuning Theory: 24-TET and the Quarter-Tone Grid
Arabic maqam theory uses a 24-tone equal temperament (24-TET) as its standard pitch framework — dividing the octave into 24 equal quarter tones of 50 cents each. This is a coarser grid than the Turkish 53-comma system and a more rigid one than the Persian flexible-zone approach. Understanding why the Arabic world adopted this specific framework illuminates the trade-offs every theoretical system makes.
The 24-TET framework
Established In 24-TET, the octave is divided into 24 equal steps. Each step is a quarter tone of exactly 50 cents. This gives the system:
- Semitones (2 quarter tones = 100 cents)
- Quarter tones (1 quarter tone = 50 cents)
- Three-quarter tones (3 quarter tones = 150 cents)
Established Arabic maqam intervals are described in quarter-tone units. A Rast tetrachord, for example, is expressed as 4-3-3 (whole tone, three-quarter tone, three-quarter tone) — a total of 10 quarter tones spanning a perfect fourth. The three-quarter tone (approximately 150 cents) captures the neutral second that is the signature interval of Rast, Bayati, and Sika maqam families.
Origins: the 1932 Cairo Congress
Attested The 1932 Cairo Congress on Arab Music was a watershed event for Arabic music theory. Delegates from across the Arab world, along with European musicologists including Béla Bartók, debated how to standardize the theoretical description of Arabic modal music. The 24-quarter-tone system emerged from this congress as the consensus framework.
Attested The choice of 24-TET was a compromise. It was simple enough to teach and notate, fine enough to distinguish the neutral intervals (three-quarter tones) that separate Arabic maqam from Western tonality, and compatible with Western staff notation through the addition of half-flat and half-sharp accidentals.
Practice The congress also considered and rejected other proposals, including systems based on just intonation and finer equal divisions. The 24-TET framework won not because it was the most accurate representation of performance practice but because it was the most practical for the pedagogical and notational goals at hand.
How 24-TET compares
Attested Each of the three major Middle Eastern tuning frameworks makes different trade-offs:

For example, the Turkish system differentiates between a 7-comma Uşşak second (~159 cents) and an 8-comma Rast second (~182 cents). In 24-TET, both are approximated as 3 quarter tones (150 cents) — a meaningful loss of precision.
Practice The Persian approach avoids the problem entirely by refusing to commit to any fixed grid, using approximate cent values and acknowledging pitch flexibility as a feature rather than a limitation.
Ajnas: the building blocks
Established Arabic maqam theory constructs maqamat from ajnas (singular: jins) — tetrachords and pentachords analogous to Turkish çeşni. Each jins is defined by its interval content in quarter-tone units:

Practice The quarter-tone notation makes jins construction straightforward to teach: each jins is a specific sequence of 2s, 3s, 4s, and 6s that sum to 10 (a perfect fourth). This pedagogical clarity is one of 24-TET's strengths.
What 24-TET misses
Attested The same limitation that affects the Turkish 53-comma system — the gap between theoretical grid and performance practice — applies even more strongly to 24-TET. Quarter tones of exactly 50 cents are an approximation of the neutral intervals that Arabic performers actually produce. Measured performances consistently show that:
- Neutral seconds vary between roughly 140 and 170 cents, not a fixed 150
- The Hijaz augmented second varies between roughly 250 and 310 cents, not a fixed 300
- Performers in different regional traditions (Egyptian, Lebanese, Syrian, Iraqi) use systematically different interval sizes for the same maqam
Practice This does not make 24-TET wrong — it makes it an approximation. Like the Turkish 53-comma system, it provides a useful map that should not be confused with the territory. The neutral intervals of Arabic music are zones, not points, and 24-TET marks the center of those zones well enough for pedagogical purposes.
